Metropolitan Planning Organizations (MPO) are entities designated by federal law with the lead responsibility for developing the area's transportation plans and coordinating the transportation planning process.  All urban areas over 50,000 in population are required to have an MPO if the agencies spend Federal money on transportation improvements. 

The Indian River Metropolitan Planning Organization is a metropolitan transportation planning organization, which provides a forum for cooperative decision-making concerning local transportation issues.

The purpose of preparing an update to the Indian River transportation plan is to have a document that embodies the community’s vision for transportation consistent with the adopted Land Use Policy Plan (LUPP). Each step of the process will require input from agencies concerned with potential changes to the transportation system. Involvement by the general public will also be critical to the success of the plan and its ultimate adoption by elected officials.
